Any composer, lyricist, or music publisher who is a citizen or permanent resident
of the Philippines and who is willing to assign his/her musical works to the Society,
can beomce a member of FILSCAP.
Once a membership application is approved by the FILSCAP Board of Directors, the
member will be required to:

- Duly perform and abide by the Articles of Incorporation and the By Laws of the Society;
- Execute a Deed of Assignment vesting in FILSCAP the exclusive right to license the
public performance of the member’s works for the duration of his membership, and
to collect royalties and fees therefore, and to apportion the same in accordance
with the FILSCAP Distribution Guidelines. Similarly, a separate Deed of Assignment
vesting in FILSCAP the non-exclusive right to license the mechanical reproduction
and synchronization of the member’s works should be executed by the member, if he
opts to also assign these rights to FILSCAP;
- Pay a one-time entrance fee and annual dues; and
- Provide FILSCAP with a list of his works, on forms prescribed by the Society, and
update the Society on additional works and/or changes in the ownership of his works.

Membership Benefits
By being a FILSCAP member, a composer, lyricist or music publisher is assured that
his public performance right and, in special cases, his mechanical reproduction
and synchronization rights, will be enforced in the Philippines. He is also assured
that his works, which are performed in foreign countries with reciprocal representation
agreements with FILSCAP, will also be adequately protected.
A FILSCAP member can also go to FILSCAP for advise and consultation regarding the
protection of his copyright and he can also attend copyright and songwriting seminars
regularly conducted by the Society for its members.
Membership Categories
FILSCAP has three (3) categories of members, namely:
- Regular members – those who have published works. These members have full voting
rights;
- Associate members – those who have no published works but are affiliated with publishers
who are members of the Society. These members have no voting right, except in instances
where such right is specifically grantd to non-voting members by the Corporation
Code; and
- Successor members – spouse or a legitimate child previously designated by the deceased
member or his heirs to represent said deceased member in the Society. Successor-members
inherit the rights of the deceased members but they are not entitled to sit in the
Board of Directors.
Royalty Distribution
All license fees collected by FILSCAP, after deduction of administration costs,
are distributed annually to its members and affiliated societies whose works were
performed, reproduced or synchronized during the year. The distribution of royalties
are in accordance with the procedures, terms and schedules outlined in the FILSCAP
Distribution Guidelines approved by the FILSCAP Board of Directors.
